Central
Dairy Cooperative Association Limited Nepal (CDCAN), was established on 2049 B.S.
Chaitra 20 (Cooperative Day), has now completed 33 years of age. During this
period, unorganized dairy farmers have been able to organize and raise their
voice for their rights and interests through cooperatives and access to
services and facilities provided by the government has also increased.
After
the implementation of the Cooperative Act, 2048 BS, it has been working
continuously as the central-level umbrella organization of all milk producers
cooperative organizations and unions established across the country. It
represents more than 1,700 milk producers cooperative MPC's organization and
unions in 64 out of 77 districts across the country and 37 district milk
producers cooperative unions. On the basis of one household one member the
Central Dairy Cooperative Association Limited Nepal has 600,000 households are affiliated.
Since its establishment, the association has been taking initiatives in
capacity development of dairy farmers as well as in promoting their rights and
business.
CDCAN
prepared a model constitutions for milk producers cooperatives and unions and
launched a campaign to establish cooperatives in various parts of the country,
as a result of which it has been established that the dairy business is one of
the few businesses that can be operated equally in all 77 districts of the
country. CDCAN is lobbying and leading the advocacy and lobby with the
Government of Nepal to provide a per-liter subsidy on milk by formulating a
policy. Similarly, it has taken the initiative to bring the livestock
(security) insurance program to Nepal and start its implementation.
It
has also started celebrating National Milk Day on 1st June every year, i.e.
International Milk Day. It is leading the implementation of the good husbandry
(manufacturing) practice program for quality milk production across the
country. It has been possible to provide farmers with a fair price by lobbying
with the Government of Nepal for an increase in the price of raw milk. It is
continuously taking initiatives with the Government of Nepal, the Dairy
Development Corporation and private dairy industrialists for regular payment of
milk by reducing the payment due of milk farmers. CDCAN is working for the
capacity development and rights of dairy farmers, cooperative organizations and
unions at the federal, provincial and local levels in collaboration with
various government and non-government partner agencies/organizations.
The
association is also drawing the attention of the Government of Nepal to ensure
that governmental subsidies and concessions reach the actual farmers through
cooperatives and to formulate and implement farmer-friendly policy programs planning
and implementation. In addition to increasing domestic consumption of milk, the
association is also making efforts to identify foreign markets and promote
exports when production is high.
